Vladimir Naumov

Mr. Vladimir Naumov was born on 8 February 1956 in the town of Smolensk (Russian Federation). He graduated from a Minsk Higher Internal Affairs School of the Soviet Union.

Mr. Naumov served in the Army from 1974 to 1976.

In 1976, Mr. Naumov started his career in the law-enforcement agency as an officer of Minsk City Council regiment. He further held several leading positions at the Minsk City road police.

From 1991 to 1997, he was in charge of the special police unit at the Ministry of Internal Affairs.

From 1997 to 1999, Mr. Naumov served as a leader of “Almaz” antiterrorist unit.

From September 1999 to September 2000, he was a head of the Security Service of the President of Belarus.

From 25 September 2000 until now Mr. Naumov is the Minister of Internal Affairs.

Married with son and daughter.

    Parliamentary adviser between 1977 and 1983.

    Member of Parliament in the IV, V, VI, VII, VIII and IX Legislatures, representing the Portuguese Communist Party (PCP) (1983-1990); as independent representative after the political rupture (1990-1991) and independent representative in the lists of the Socialist Party (PS) (1991-1999), formally joining the PS in January 1999.

    Member of the Parliamentary Commission of Constitutional Affairs, Rights, Liberties and Guarantees, systematically participated in the legislative reform in the areas of justice and internal security and in the constitutional review processes. He helped in pressing for the Parliamentary TV Channel and in making new information and communication technologies available in Parliamentary activity.

Janos J. Bogardi

 

Janos J. Bogardi graduated in Civil Engineering with special emphasis on water resources and agricultural water resources development at the Technical University of Budapest, Hungary. After obtaining a post graduate Diploma on Hydrology from the University of Padua, Italy, he earned his PhD in Civil Engineering at the University of Karlsruhe, Germany. He was honoured to receive the title of 'Doctor Honoris Causa' from the Agricultural University of Warsaw, Poland, and the Technical University of Budapest. After his activities as Assistant Professor at the Institute for Water Resources Management of the Technical University of Budapest, his professional activities took him as scientific staff to the Federal Institute for Hydraulic Engineering in Karlsruhe, and the University of Karlsruhe, respectively. He alternated these posts with expert assignments for German consulting engineers in Darmstadt and Essen. In the following three years he was then seconded by the German Agency for Technical Co-operation (GTZ) to the Asian Institute of Technology (AIT) in Bangkok, Thailand. Subsequently he became professor for Hydraulics and General Hydrology at the Agricultural University of Wageningen, The Netherlands, for almost eight years.

Janos Bogardi’s trajectory at the United Nations started at the United Nations Educational Scientific and Cultural Organization (UNESCO) in Paris, France, as Senior Programme Specialist and then Chief of the Section on Sustainable Water Resources and Management. In 2003 he was appointed Director of the United Nations Institute for Environment and Human Security (UNU-EHS) in Bonn. In 2007 he was assigned Vice-Rector a. i. of United Nations University in Europe. He has authored, co-authored, and edited more than 170 publications including books, journal papers, research reports, lecture notes, as well as numerous articles for the media.

 

 

Theodore Skylakakis

 

Mr. Theodore Skylakakis is currently General Secretary for International Economic Relations and Development Cooperation of the Hellenic Ministry of Foreign Affairs.
He served as Alternate Mayor of Athens from 2003 until February of 2006. He was Vice Mayor for Financial issues as well as President of the Municipal Committee. He was also responsible for the organization of the Municipality of Athens for the Olympic Games during the period 2003-2004. He served as President of the Organization of Tourist and Financial development of Athens (2005-2006) and is currently President of the Company "Dual Regeneration" S.A., which is responsible for the new stadium of Panathinaikos project.

He graduated with honors from the Economic Department of University of Athens in 1981.

He obtained his Master Degree (MBA) from the City University of London and his diploma from the British Market Research Society in market research.

He served as advisor to the Prime Minister (1989), advisor to the Minister of National Defense (1989-1990), advisor to the Prime Minister and Head of the Political Planning and Communications Department of the Prime Minister (1990-1993).

He worked as a General Director of the Research Center E21 (1994-1999).

He also worked in the field of business communications (1985-2006).

Theodore Skylakakis was born on October of 1959, he is married to Eleni Papapanou, lawyer, and has two daughters.

 

 

Jaifa Mezher el Kareh

 

Mrs. Jaifa Mezher has studies in Political Science with emphasis on International Relations in the University Pontificia Javeriana. She possesses extensive knowledge and experience in the migratory field, directed to the elaboration, analysis and implementation of public politics for the attention, protection and linking to the migrant population.

Actually, she is the assessor of the Minister of Foreign Affairs and the director of the program Colombia Nos Une ("Colombia Unite Us" in English). This programme has designed and is currently implementing the Community Abroad Plan. Which’s main objective is the creation of plans to approach Colombians abroad through Colombian consulates and embassies, and hereby creating and fortifying relations of confidence to facilitate a joint work for the benefit of the migrant population. Mrs. Mezher has also coordinated the First and Second Encounter of Ambassadors and Consuls of Colombia, for the awareness and training in the migratory subject matter.

Mrs. Jaifa Mezher has organized capacitating sessions with the Colombian community in the places with high reception of Colombians. Through the program Colombia Nos Une, Mrs. Mezher has worked closely with associations of Colombians in the United States and in Spain. Also Mrs. Mezher proposed and promoted the creation of the Center of Studies for the International Colombian Migration, CEMIC, under the Colombian Ministry of Foreign Affairs. Mrs. Mezher has also pushed for a number of important initiatives to attend the needs of the Colombians abroad, such as the inclusion of the social advisor in consulates. As Director of Colombia Nos Une, she has proposed and presented the design of the Migration Policy (Politica Integral Migratoria), of the Ministry of Foreign Affairs of Colombia. The purpose here is to define an integrated and comprehensive way to deal with different political measures of international migration.

 

 

Christophe Bouvier

 

Mr. Christophe Bouvier, a national of France, is the Director of UNEP's Regional Office for Europe.

Mr. Bouvier joined UNEP in June 2007 with more than 27 years of experience within the United Nations system, and has held posts at increasing levels of responsibility, at country, regional and global levels. Mr. Bouvier has managed and supervised complex operations involving a multiplicity of partners, whether international or local, public or private. He is known for his skills as negotiator and manager, and strong leadership. He received the UNOPS joint Staff Council/Executive award for best human resources management in 1996.

His latest position was that of Senior Strategic Advisor on Iraq for UNDP and as such facilitated the first multi-year UNDP country programme for Iraq in decades, including a joint UNDP/UNEP emergency and environment pillar. He launched a comprehensive local level recovery and development programme and established inter agency agreements between UNDP and UN developmental, environmental and humanitarian agencies.

Prior to above, Mr. Bouvier was successively UNOPS's Regional Director for Central Asia, North Africa, near East and Europe and Director of its Rehabilitation and Social Sustainability Division. Inter alia he supervised a team of legal, IT, finance and human resource officers providing support to operational teams in Africa, Asia, the Middle East and Latin America, and coordinating corporate collaboration with UN entities based in Geneva, Nairobi, Pristina, Guatemala, Rome and Vienna, and helped pioneer partnerships between the UN and the private sector as part of the launch of the Global Compact.

Mr. Bouvier implemented UNDP's PRODERE/CIREFCA programme in Central America from 1989 to 1995 in partnership with ILO, WHO and UNHCR. He negotiated the first operational partnership between the UN and the global associations of Cities and Local Authorities, signed in 1996.

Mr. Bouvier also played a pivotal role in establishing and overseeing FAO's first country representations in Bresil, China, Guatemala and Belize all the while expanding FAO's programme threefold.

Mr. Bouvier holds a post graduate degree from the French Institut National Agronomique, with specialization in economics and comparative development. He speaks five languages fluently (English, French, Spanish, Italian and Portuguese), and still remembers some Chinese.
